I am currently wanted under Decision No. 07/QDTN-VKSTC-C1(P7), based on Decision to Probe the Defendant No. 36/VKSTC-C1(P7) of the Investigation Agency of the Supreme People’s Procuracy.
During the past time, I had to flee everywhere from Vietnam to Cambodia and then to Laos, so my spirit was confused and unstable. Today, I calmly sat down, thought very carefully to write this Denunciation with my own hands with the hope of making merit to atone for my sins and surrender.
I denounce Major General Le Xuan Minh (Deputy Director of Cyber Security A05), the boss of the international mafia, who has committed many crimes for more than 16 years.
Major General Le Xuan Minh (Deputy Director of Network Security A05)
1/ Le Xuan Minh has many relationships with Vietnamese mafia bosses, almost all major gangs from North to South have relationships and know Le Xuan Minh well. Specifically: Manh Beu, Son Bach Tang, Thang Tai Dau, Long Vang, Long Chun, etc. For more than 16 years now, even when he was Major General, Le Xuan Minh has not stopped socializing with mafia gang bosses. Not only with Vietnamese gangs, Minh also expanded his relationships with international gangs from Laos, Cambodia, Myanmar and China, etc. I would like to confirm that: all officers of Department C50 know clearly what I have just presented.
2/ Le Xuan Minh has many juniors and disciples, who are both criminals and police officers. One of them is the notorious criminal Nguyen Dinh Nghi who was arrested by Le Xuan Minh in 2009. And it was Minh himself who tried to pardon Nghi, not prosecute Nghi to turn Nghi into his disciple who later set up criminal groups under Minh’s protection.

Currently, Nghi is still operating many fraud lines, obscene films, gambling, lottery, etc. under Minh’s protection. The police from many provinces have repeatedly destroyed Nghi’s gangs but still cannot touch Nghi because of Minh’s protection.

Minh and Nghi only work together over the phone, rarely met; if they did, it was in the dark. However, at Minh’s mother’s funeral, all C50 officers saw Nghi appear. When C50 officers asked why Nghi dared to come to the funeral; Nghi replied: Even though he knew it was dangerous, because of his gratitude and affection for Minh, Nghi still came.” From that moment on, all C50 officers had a different view of Nghi.
3/ Tran Anh Tuan, deputy head of Department 4 of C50; is the son of Colonel Tran Xuan Ngo, head of the Basic Profession Department of the People’s Security Academy. Tuan is Minh’s number 1 trusted junior and was guided by Minh to the position of Deputy Head of department. All C50 officers know Tuan as a playboy, spending money like billionaire: every week he spends VND1 billion to give to the officers in the same department, showing off everywhere. Almost all of Minh’s business deals go through Tuan, because Tuan is a reckless, arrogant but capable person, so Minh highly values Tuan. Nguyen Dinh Nghi is also an arrogant person. On the day he was arrested in 2009, Nghi loudly shouted at the officers when being interrogated, not considering anyone as anything; even though at that time Nghi did not have Minh’s protection. After Minh freed Nghi from prosecution, Minh let Nghi cooperate with Tuan, because both of them were equally arrogant and had very compatible personalities. Since then, Nghi’s arrogance has increased many times. Nghi and Tuan established illegal gangs right in the heart of the capital city; openly operating in all kinds of industries such as online prostitution, gambling, fraud, online foreign exchange, etc.
Tuan also protected other gangs on behalf of Minh.
4/ Nguyen Hong Duc, a C50 officer, was a close subordinate of Minh, and was protected by Minh to commit crimes. However, Duc was later discovered for organizing gambling, so Minh advised Duc to leave the police forces; at the same time, Minh used his power to prevent Duc from being prosecuted. After leaving the police, Duc continued to organize gambling, under Minh’s protection. With the illegal money he earned, Duc built the T99 Pawn Group https://t99.vn and gave Minh 20% of the company’s shares.

Nguyen Hong Duc also established Vietnam Golf Services Joint Stock Company (VGS Group) and had to give Minh 15% of VGS shares.
Although Duc and Tuan are both close juniors of Minh, Tuan and Duc hate each other. Tuan and Nghi are on the same side; Duc is on the other side. Although the two sides are opposing each other, they both have the same boss Le Xuan Minh.
Minh favors Tuan and Nghi more; typically, Tuan has a very good relationship with the current A05 officers, while Duc does not. That is the reason why Tuan is still doing illegal business freely until today.
All officers of Department C50 know the information I just presented.
5/ Because Nguyen Thanh Hoa and Vo Tuan Dung compete with Minh in protecting gambling. Typically, Hoa and Dung protect the Rikvip line while Minh protects the Manvip line. At the same time, the relationship between Dung and Minh was very tense. Therefore, Minh, together with Tuan, Nghi, and Duc, sought every evidence to put Hoa and Dung in prison.
After Hoa was arrested; Dung was afraid of affecting the honor of his family and the honor of his son who is a police officer, so Dung chose to commit suicide.

At that time, everyone in the C50 department knew clearly about the conflict between Hoa, Dung, and Minh.
6/ Tran Xuan Linh, a C50 officer, was once proposed by Minh to work under his command. However, Linh had a good relationship with Nguyen Thanh Hoa (Director of the High-Tech Crime Prevention Department), so Linh refused Minh’s protection. Linh organized fraudulent activities through illegal gold exchanges, so he was called Linh Vang. Minh’s ambition was to take over the gold exchange fraud market, so Minh tried every way to win Linh over but failed. In addition, Linh also organized protection for foreign gambling companies operating in Vietnam. What Linh did greatly affected Tran Anh Tuan’s income and competed with Tuan; and because Linh rejected Minh, Minh tried every way to put Linh in jail.

Nguyen Xuan Trong, a C50 officer, was also Minh’s junior. With Minh’s support and information, Trong was the one who cracked down on the Bribery case and put Linh in jail.
At this time, the C50 Department had an unfavorable view of Le Xuan Minh because Minh had harmed many colleagues; so Minh salvaged his reputation by using his power to change Linh’s testimony in the file, blaming all of Linh’s ‘criminal acts’ on Vo Tuan Dung, in order to reduce Linh’s prison sentence. And this was successful as Minh wished. Minh’s style of ‘conquering people’ is to drown the opponent, then save him; the purpose is to make the opponent feel grateful and work wholeheartedly for Minh. Linh competed with Tuan, so Minh used Trong to destroy Linh. Then Minh himself saved Linh by blaming all the crimes on Dung. As Dung had passed away, there was no one left to testify.
I request the Investigation Agency of the Supreme People’s Procuracy to reinvestigate this case to expose Le Xuan Minh and his accomplices. Tran Xuan Linh committed the crime of slandering Vo Tuan Dung; and Minh committed the crime of Bribery when he intentionally influenced and changed the case file.
7/ NHAT CUONG MOBILE case, I would like to denounce that all of Bui Quang Huy’s money came from the MAN VIP gambling ring. This ring brought Huy a profit of nearly VND10 trillion. Bui Quoc Viet, Huy’s brother, collected money from gambling organizations for Huy every week. This ring operated under the protection of Le Xuan Minh and Nguyen Duc Chung (former chairman of Hanoi City People’s Committee). Le Xuan Minh was the one who initiated and provided information for Phu Tho provincial Police Department to destroy the RIKVIP gambling ring. The purpose of destruction was because RIKVIP was a competitor of MAN VIP.
In 2019, the Criminal Police Department of Hai Duong provincial Police Department destroyed the MAN VIP ring. However, Minh used his power to intervene, in order to help Huy not be prosecuted in this case; even though Huy was the leader and organizer of MAN VIP.

At the same time, Minh bribed the Hai Duong provincial Police Department to reduce the amount of illegal profits from the case, from VND10 trillion to VND500 billion.
At the same time, the NHAT CUONG MOBILE case and the Nguyen Duc Chung case were cracked down by the Ministry of Public Security. Bui Quang Huy had to hide from the wanted list, and Nguyen Duc Chung was arrested. However, Le Xuan Minh remained safe and sound. So who protected and helped Minh escape all crimes?
8/ After the MAN VIP case was busted, because there was evidence related to Tran Anh Tuan; Minh brought Tuan to meet with Director Nguyen Minh Chinh to clear Tuan’s name. When he met, Tuan brought a suitcase of money to bribe; however, Chinh refused. After that, Tuan had to write a resignation letter. I hope the Ministry of Public Security will review the case to prosecute Tran Anh Tuan, not letting criminals escape.
Although he is no longer in the police force, Tuan still interacts with many officers in Department A05; especially with officers transferred from Department C50. Currently, Tuan is still organizing many criminal and illegal lines right in Hanoi; openly operating in all kinds of professions such as online prostitution, gambling, fraud, online foreign exchange, etc.
9/ Department 9, C02 previously had 3 officers; named Ngoc, Thang, Thai. These 3 officers specialize in organizing online gambling and protection; In addition, they were also heavily addicted to drugs. To ensure the safety of the gambling ring, these three officers sought out Le Xuan Minh for protection. But because Minh’s power was gone, Minh brought Ngoc to meet Chinh with a suitcase full of US dollars. However, Chinh refused.
The trio Ngoc, Thang, and Thai realized that Minh no longer had enough power as before, so they no longer paid Minh monthly tributes.
From then on, Minh developed a hatred for the Ngoc, Thang, and Thai group, so Minh found a way to secretly destroy this ring. Only a short time later, Yen Phong District Police, Bac Ninh province caught Ngoc, Thang, and Thai using drugs in an apartment building in Hanoi. In addition, Yen Phong Police also seized a lot of evidence of organizing gambling, dividing the profits of organizing gambling; with full evidence of videos, images, audio recordings, video recordings, and many other witnesses.
Why was this case not made public in the media, not appearing in the press? Since the arrest, indictment, prosecution and trial, there has been absolutely no information about this case. Why were the prisoners in this case released from prison so quickly?
Currently, Ngoc, Thang, Thai are building a new criminal organization with Tuan and Minh. (Because the trio does not know that Minh was the one who put them in prison)
10/ In recent years, mrPips has emerged as a phenomenon on Social Networks; and the officer protecting MrPips is none other than Le Xuan Minh. Minh assigned Vu Xuan Tung, officer of P4/A05, to work directly with the MrPips line (led by Pho Duc Nam).
After MrPips was arrested by Cau Giay District Police, Tung fled to Cambodia. The statements of mrPips employees all showed “the involvement of Le Xuan Minh and Vu Xuan Tung” in the business of this line. However, Minh used money and power to change the statements of each subject in this line, in order to erase all crimes related to him.

When Minh knew that I had stolen $500,000 from the subject, Minh asked Tran Anh Tuan to contact me; so that Tuan could extort $200,000 from me. Minh forced me to give Tuan $200,000, in return Minh would protect me from being discovered.
After that, I was denounced by the subject’s family to the Supreme People’s Procuracy; and I was probed for “Abuse of position and power to appropriate property.” It was Le Xuan Minh who provided information and forced me to flee.
I, as well as all the officers of Department A05, know clearly that Major General Le Xuan Minh, Deputy Director of Department A05, is a crime boss; not only operating in Vietnam but also reaching out internationally. This has a negative impact on the image of the Vietnam police forces.
I hope that General Secretary To Lam and Chief Justice of the Supreme People’s Procuracy Nguyen Huy Tien will consider investigating Le Xuan Minh to eliminate social worms and clean up the police forces.
I hereby affirm and pledge that everything I say is true. I will soon surrender to receive leniency from the law.
